From the outside, I'd say there are a few positive indicators in the current USG Ukrainian messaging regarding the innovative preemptive disclosure of intel to cut off Russian false flag options...but not enough...

Agreed Maggie, all around. Yes, there is a nascent movement to push things forward regarding SC and influence as a whole. SC has a better chance to move forward faster, slightly. Being proactive with the intelligence was a bold move for such a tragically mired part of the community. Still, while being proactive is a start, the USG must learn what narrative actually is. This goes to one of your former questions regarding "meaning." As friend and Narrative Strategies founder, Ajit Maan, PhD. would say: "we're not in conflict over information, but in conflict over the meaning of information." Those who don't fully understand narrative have no reliable way to trigger specific meanings with any public information. That's the difference between SC with and without understanding narrative.
